Europe at the time of the «strategic vulnerability window»

Caught between Russia and the threat of a US military withdrawal, European states risk facing a genuine «window of vulnerability», which will begin once hostilities in Ukraine subside and Moscow is able to plan the next phase of its hybrid war against the West.

Exploratory memo from CHPM no. 3

This «window» can be described as a period of great uncertainty during which three factors will converge to increase the risk of a Russian attack on one or more European states. Firstly, the fragility of the US commitment to NATO. Secondly, Russia’s growing revisionist ambitions. Thirdly, Europeans do not, in the short and medium term, have the means to compensate for the shortcomings associated with a partial or total withdrawal of the American ally. This «window of vulnerability» represents a perilous moment for Europe, which, still too dependent on Washington, is not yet in a position to ensure its own defence autonomously.
